A lot of people complain about not being able to do something and have several reasons in which they can't do it, me included, in fact I do this so often I don't even realise I am doing it. This is not to say, sometimes there is a genuine reason that is out of your control but most times you do have a choice.
Fear, for instance (one of my main reasons) may seem like a good reason not to do something, sometimes, yes, indeed fear is a natural instinct that is telling you to avoid but other times, could it be that the fear is fabricated or exaggerate?
Have you ever wanted to do something but not really done it still? and when someone asks 'why?' your response is along the lines of 'I don't know', or 'no time'. But actually when you truly ask yourself why, only you would see if the answer you give is actually within your control.
Which leads me to an article I read, which I have taken a few of the steps:

2. Make the conscious decision that it's up to you
3. Pick one thing and decide you're going to respond differently
4. Put a visual stop sign up in your mind when you feel yourself becoming defensive and ready to blame
5. Apologie for something sincerely without attaching any 'and' or 'but' to it
6. Take an action step, however small or inconsequential it may seem, towards something you want to attain
7. Empower yourself with 'I can' and 'I will' statements
8. Adopt the attitude, 'change begins with me'
9. Step outside your comfort zone
10. keep yourself motivated on the positive feelings
11. Try again if you fail
